The municipality of Sagua de Tánamo has a territorial extension of 704 km2 and a population of 64,517 inhabitants. Its limits were defined to the north with the municipality of Frank País, to the south with the province of Guantánamo and Santiago de Cuba. To the east with the municipality of Moa and to the west with the municipality of Mayarí.

In 1974, a new form of government, the Organs of People's Power, was put into practice experimentally in the province of Matanzas, functioning for two years until 1976 when it was applied throughout the national territory.

On October 31, 1976 the assembly constituted by 79 delegates is carried out in the municipality, which approves the First Executive Committee of the Municipal Assembly of the Popular Power; the one that selected the direction integrated by the following members:

  • Ángel Luis Cerver Quevedo: First President.
  • Vice President and attending to the services: Pedro García de la Cruz.
  • Secretary: Juan Olivier Cartier.
  • To tend to Education, Health, Culture and Sports: Rey Ibrahim Argüelles Matos.
  • Non-professional members: Mariano Regalado Hernández, Juan M Quevedo Llorente, Eleno Fornaris Proenza, Miguel Barzaga Rojas and Elio Leyva Riverón.

 

This government elected by the people began with new goals, where the transformations and social benefits were quickly noticed, the construction of houses and cultural institutions, services, etc. A stage of true socialist administration began with a management apparatus elected on the basis of the broadest democracy.

 

The government's transformations continued to be applied throughout the country as it gained experience and organization. Thus, in the first quarter of 1993, by agreement of the Council of Ministers, the structures of the Executive Committee of the Municipal Assembly of Power began to be transformed, from which the Municipal Administration Council evolved.

 

It is in the II extraordinary session of the Municipal Assembly of the VII Term of Office held on April 20, 1993, which is recorded in Act No. 3, point No. 1, where the documents of the Council of State and Ministers are analyzed, regarding the constitution and operation of the Municipal Administration Councils and the members are approved according to Agreement No. 8.

On April 24, 1993, the first ordinary meeting of this organ, as Council of the Municipal Administration, was held, examining the documents, functions, orientations, precisions, delivery of the previous members of the Executive Committee.

 

Subsequently, on June 4, 2001, the Executive Committee of the Council of Ministers approved Agreement No. 4047 for administrative control, which establishes the "Regulations of the Municipal and Provincial Administrations of the People's Power", which remained unchanged until November 13, 2007, when it was repealed and Agreement No. 6176 was approved, where its title V "Regulations of the Municipal and Provincial Administrations of the People's Power" remained unchanged; which remains in force until the new regulations on this matter are approved.
